Privacy Policy
How FinePass collects, uses, protects and discloses personal information, in accordance with the Privacy Act 2020 and its Information Privacy Principles.

1. Who we are
FinePass is a parking breach notice relay service operated by Dori Media Ltd (NZBN pending), Christchurch, New Zealand ("FinePass", "we", "us", "our"). We are responsible for the personal information handled through the FinePass platform and are the agency accountable for it under the Privacy Act 2020. If you have received a parking breach notice from us, this policy explains your rights and how we handle your information.
2. Our role
FinePass acts as the intermediary between three parties: the parking operator who issued the breach notice, the rental company that owned the vehicle, and you, the person who was driving the vehicle on hire at the time. We relay the notice to you so that you can resolve it directly. We are not the parking operator and we are not your rental company. We do not set the amount of the underlying breach; that is set by the parking operator.
3. Information we collect
We collect only the personal information reasonably necessary to relay and resolve a notice:
- Your full name and email address, as recorded on the rental agreement for the vehicle.
- The vehicle registration (number plate), the date, time and location of the breach, and photographic evidence.
- The rental agreement reference and the amount payable, including our handling fee.
- Payment information, which is processed securely by our third-party payment provider. We do not store full card details.
- Records of your interaction with a notice, such as when it was opened, viewed or paid, and limited technical information such as IP address for security and fraud prevention.
4. How we collect it
We collect the breach details and evidence from the parking operator who issued the notice. We obtain your name and contact details by matching the vehicle registration to the rental booking that covered the date and time of the breach, and reading the details recorded on that specific hire agreement. We only look up the hire that matches the breach. We also collect information directly from you when you view, pay or dispute a notice.
5. Why we collect it, and our authority
We collect and use this information for the purpose of relaying the parking breach notice to the responsible driver and enabling that person to pay or dispute it, and for the connected purposes of fraud prevention, security, dispute handling, accounting and meeting our legal obligations. We do not use your information for marketing, and we do not sell it. Collection is authorised as reasonably necessary for the lawful purpose of operating the relay service on behalf of the parking operator.
6. When we disclose your information
Protecting your privacy is central to how FinePass works. While your notice is open, the parking operator cannot see who you are. They see only that a notice exists and whether it has been paid, not your name or contact details.
We disclose your personal information only:
- to our payment provider, solely to process a payment you choose to make;
- to trusted service providers who host and support the platform, under confidentiality obligations and only as needed to run the service;
- to the parking operator, but only if the notice remains unpaid and unresolved after we have sent a notice, a reminder and a final notice, at which point the matter escalates (see section 7); and
- where we are required or authorised to do so by law.
7. Your notice, and why paying it matters
A FinePass notice is a genuine parking breach notice issued by a parking operator for a vehicle you were responsible for at the time. It is not spam and it is not optional to ignore. The amount payable is the parking operator's charge plus the fees set out on the notice and in our terms.
Paying promptly is the simplest, cheapest way to resolve the matter, and it keeps your personal details private. If a notice is left unpaid, the following happens automatically and in order: a first notice, then a reminder, then a final notice. If it is still unresolved after the final notice, the matter escalates. On escalation:
- your name and contact details are disclosed to the parking operator that issued the notice;
- the parking operator may then pursue recovery of the amount owing through its own standard processes, which can include additional administration or debt-recovery costs; and
- the convenient, private, one-step resolution that FinePass offers is no longer available to you.
If you believe the notice is not yours or the details are wrong, do not ignore it. Use the dispute option instead (see section 8). Disputing pauses the process while we look into it.
8. Disputing a notice
Every notice includes an option to dispute it. If you were not the driver, the vehicle was not on hire to you at the time, or the details are incorrect, raise a dispute or email us and we will review it. Raising a genuine dispute pauses reminders and escalation while the matter is looked into.
9. Storing and protecting your information
We take the security of your information seriously. Your name and email are encrypted while stored. Payments are handled over secure, encrypted connections by our payment provider. Access to the platform is restricted to authorised personnel, protected by multi-factor authentication, and access to personal information is logged. We take reasonable steps to protect information against loss, misuse and unauthorised access, use or disclosure.
10. How long we keep it
We keep personal information only for as long as it is needed for the purposes described in this policy, and to meet our legal, tax and accounting obligations. When it is no longer required, we securely delete or de-identify it.
11. Sending information overseas
Some of our service providers, such as our payment and hosting providers, may store or process information outside New Zealand. Where they do, we take reasonable steps to ensure your information is protected by comparable safeguards to those required under the Privacy Act 2020.
12. Cookies and tracking
Our notice emails and pages may include limited tracking, such as a pixel that records when a notice email is opened, and cookies necessary to operate the site securely. We use this to understand whether a notice has been received and to protect against fraud, not for advertising.
13. Your rights: access and correction
Under the Privacy Act 2020 you have the right to ask for access to the personal information we hold about you, and to ask us to correct it if it is wrong. To make a request, email us using the details below. We will respond as soon as reasonably practicable and within the timeframes required by law. There is generally no charge to access your information.
14. Children
FinePass is intended for people who can enter into a rental agreement. We do not knowingly collect information from children other than as it appears incidentally on a rental agreement.
15. Changes to this policy
We may update this policy from time to time. The current version is always available on this page, with the "last updated" date shown above.
16. Complaints
If you have a concern about how we have handled your personal information, please contact us first and we will do our best to resolve it. If you are not satisfied, you may complain to the Office of the Privacy Commissioner at privacy.org.nz.
