Terms of Service
These terms govern your use of FinePass and the payment of a parking breach notice relayed through it. Please read them alongside our Privacy Policy.

1. About these terms
FinePass is a parking breach notice relay service operated by Dori Media Ltd (NZBN pending), Christchurch, New Zealand ("FinePass", "we", "us"). By viewing, paying or disputing a notice through FinePass, or by using this website, you agree to these terms. If you do not agree, do not use the service, and contact us instead.
2. What FinePass does
FinePass relays a parking breach notice from the parking operator who issued it to the person who was driving the vehicle on hire at the time, and provides a way to pay or dispute it. We act as an intermediary and payment facilitator on behalf of the parking operator. We are not the parking operator, and we are not your rental company. We do not set the underlying breach amount.
3. How a notice arises
A notice arises when a parking operator records a breach against a vehicle registration, and that vehicle is identified as being on hire to you at the date and time of the breach through the rental agreement on record. The notice sets out the breach details, the evidence, the amount payable and how to resolve it. The notice is genuine and is not optional to ignore.
4. The amount payable and our fee
The amount payable is the parking operator's charge, any administration fee set by the rental operator whose vehicle you hired, a FinePass fee of $4.00, and card processing at cost. The parking operator's charge is set by the parking operator; the FinePass fee covers relaying and processing the notice; card processing is what our payment provider charges us to take your payment, passed on with no margin and shown as its own line before you pay. Each line, and the total, is set out on your notice.
5. Payment
Payment is made through our secure third-party payment provider. Once your payment is confirmed, the notice is marked as paid and the matter is resolved. Paying promptly is the simplest way to resolve a notice, and it keeps your personal details private. You are responsible for paying the amount due by the date stated on the notice, unless you have raised a genuine dispute.
6. If a notice is not paid
If a notice is left unpaid and unresolved, FinePass will send a reminder and then a final notice. If it remains unresolved after the final notice, the matter escalates. On escalation, your name and contact details are disclosed to the parking operator that issued the notice, and the parking operator may pursue recovery of the amount owing through its own standard processes, which can include additional administration or debt-recovery costs. The private, one-step resolution that FinePass offers is no longer available once a matter has escalated.
7. Disputes
If you believe a notice is not yours, the vehicle was not on hire to you at the time, or the details are wrong, you may dispute it using the dispute option on the notice, or by contacting us. Raising a genuine dispute pauses reminders and escalation while the matter is reviewed. We will consider disputes in good faith and in conjunction with the parking operator where appropriate. Do not ignore a notice you believe is incorrect; dispute it instead.
8. Refunds
If a notice is found to have been issued in error, or a dispute is resolved in your favour after you have paid, we will refund the amount paid, including the handling fee, to the original payment method. Refunds are processed through our payment provider and may take a few business days to appear. Your rights under the Consumer Guarantees Act 1993 and the Fair Trading Act 1986, where they apply, are not affected by these terms.
9. Acceptable use
You agree to use FinePass only for lawful purposes, to provide accurate information, and not to interfere with, misuse or attempt to gain unauthorised access to the service. Automated access to our systems is permitted only through our documented API and under the terms issued with an API credential.
10. Our content
The FinePass name, branding, website and software are owned by Dori Media Ltd or its licensors. Nothing in these terms transfers any of those rights to you.
11. Liability
FinePass provides the relay and payment service with reasonable care and skill. To the extent permitted by law, and except for rights that cannot be excluded under the Consumer Guarantees Act 1993, we are not liable for indirect or consequential loss, and our total liability in connection with the service is limited to the amount of the handling fee paid on the relevant notice. We are not responsible for the underlying decision of a parking operator to issue a breach, which is a matter between you and that operator.
12. Privacy
We handle your personal information in accordance with our Privacy Policy, which forms part of these terms. In short, the parking operator cannot see who you are while a notice is open; your details are disclosed to them only if a notice escalates unpaid.
13. Changes to these terms
We may update these terms from time to time. The current version is always available on this page, with the "last updated" date shown above. The terms that apply to a notice are those in force when the notice was issued.
14. Governing law
These terms are governed by the laws of New Zealand, and you submit to the non-exclusive jurisdiction of the New Zealand courts.
